FY2026 HUD CoC Program Competition

On August 7, 2026, the U.S. District Court for the District of Rhode Island ordered HUD to rescind the FY 2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO). The ruling was based on procedural concerns, finding that HUD did not follow the required public notice-and-comment process before making significant changes to the funding structure. The court did not rule on the merits of the policy itself. As a result, the FY 2026 CoC NOFO was withdrawn in its entirety, and HUD is expected to provide additional information about the competition process and future funding opportunities.
